Every modeler can choose whether to make their models available to other modelers or not. Complex models can, obviously, take many hours to create and the owner may not want to give them away.

There are also many instances of people either not giving credit to the original modeler because they don't know that it is required (as well as just plain being fair) and other truly evil people who knowingly steal other people's models and use them as their own.

Sometimes sending a message to the modeler will let them know what your intentions are and maybe they'll send it to you. :)
