Featured Artists are allowed to participate. For example, Matthieu Negrier – http://www.3dvia.com/blog/3dvia-featured-artist-matthieu-negrier/ – not only participated, but won too!
It probably depends on how much time they have and what they’re working on already.

I have some predictions,
As a child you didn’t play with toys, you took them apart.
you can set a VCR clock without reading the manual.
